Deputy General Counsel
The Deputy General Counsel's responsibilities include managing all litigation; supervising the Office's Practice Groups; overseeing the day-to-day operations at JPL; interacting with senior management at Campus and JPL regarding all matters involving the General Counsel's office, including audit, compliance, and conflict of interest issues; interfacing with law enforcement agencies; and acting for the General Counsel in her absence.
Prior to joining Caltech's Office of the General Counsel, Ms. Lum served as a United States Magistrate Judge in the Central District of California handling both civil and criminal matters. She was previously an Assistant United States Attorney in the United States Attorney's Office in Los Angeles, California, where she prosecuted complex white collar fraud cases with an emphasis on financial institution fraud. She served as Chief of the Major Frauds Section and supervised the investigation and prosecution of cases involving financial institutional fraud, securities fraud, computer crimes and Internet fraud, intellectual-property crimes, bankruptcy fraud, telemarketing fraud, and insurance fraud. While she was at the United States Attorney's Office, Ms. Lum received the U.S. Department of Justice Director's Award for Superior Performance and the U.S. Attorney's Office Award for Superior Performance. Ms. Lum also served as a law clerk for United States District Judge Dickran Tevrizian and was in private practice in Los Angeles where she focused on general business litigation.
Ms. Lum received her undergraduate degree in Political Science and French from the University of Southern California and her law degree Cornell University. She is a member of the California Bar and admitted to practice in the Ninth Circuit Court of Appeals. She is also a member of the National Association of College and University Attorneys and the American Association of Corporate Counsel.
